Hair fall is one of the most searched beauty concerns in Pakistan, and hair care is one of the easiest ranges to build a loyal customer base on: a shampoo is used every few days, a scalp serum every day, and a good hair oil becomes part of the family routine. Dermis & Dosis makes private label hair care in Lahore: scalp serums, scalp sprays, shampoos, conditioners and hair oils, made under your brand and your logo from 500 pieces per product.
This guide covers the products you can launch, the actives behind them, how to build a first range, what a hair care label can and cannot say, and how hair products are regulated in Pakistan.
What you can launch

Leave-on scalp serums and sprays
Leave-on products do the real work in a hair line, because their actives stay on the scalp instead of being rinsed away a minute later. They are also the products customers notice and talk about, so most hair brands lead with one.
- Redensyl and Procapil serum: two of the best-known scalp care actives, with caffeine, biotin and rosemary, in a 60 ml serum for daily use.
- Capixyl spray: a peptide and red clover complex in a leave-on spray for men and women. Sprays suit customers who find a dropper slow, and they reach the scalp through thick hair.
- Anagain spray for women: a pea sprout extract in a spray formulated for women, a clear way to give a range a women's product of its own.
- Exosome and PDRN serum or spray: the newest actives in scalp care, for a premium line. Our guides to exosome serums and PDRN explain both.
Choose the format for how your customer will use it: a dropper serum feels more precise and premium, while a spray is quicker, cleaner and easier on long or thick hair.
Shampoos and conditioners
A shampoo is a rinse-off product. Its job is to clean the scalp well without leaving the hair rough, and to strengthen the hair shaft so that less of it breaks. Our biotin and keratin shampoo cleanses away oil and build-up and helps reduce hair fall caused by breakage, with red onion extract, a name customers in Pakistan already know.
Pair it with a conditioner or hair mask for softness, and add an anti-dandruff shampoo if your customers ask for one. If you want a sulfate-free shampoo or a different hero ingredient, custom formulation develops it with you, and we confirm the formula before we quote.
Hair oils
Hair oiling is a habit in almost every home in Pakistan, which makes a hair oil one of the easiest products to sell and reorder. The difference between oils is the feel: heavy oils sit on the hair, which is why many people only oil before washing.
Our MCT hair oil is built on MCT oil, a light oil that spreads easily and does not feel greasy, with olive, almond, neem, black seed and pumpkin seed oils and Trichomega. It conditions dry, weak hair, helps reduce breakage and split ends, and adds shine. Black seed, the kalonji customers grew up with, gives it a story people recognise. The fragrance is chosen with you.
Building your first hair range
You do not need ten products to launch. Three that work together are enough to make a routine and a bundle:
- A shampoo for every customer, every wash.
- A leave-on serum or spray as your hero product, the one your brand is known for.
- A hair oil or a conditioner to complete the routine and raise the basket size.
With a minimum of 500 pieces per product, a three-product range is a small, controlled first order. Add a women's spray, a premium exosome serum or an anti-dandruff shampoo once you know what your customers reorder. Our guide to starting a brand in Pakistan covers the rest of the launch.
What a hair care label can say
Hair products sold as cosmetics have to stay within cosmetic claims. The line is clear: a cosmetic can change how hair looks and feels, but it cannot promise to treat hair loss.
- Workable: "helps reduce hair fall caused by breakage"; "helps hair look thicker and fuller"; "supports a healthy-looking scalp"; "strengthens the look of hair"; "conditions dry, weak hair".
- Not workable: "regrows hair", "stops hair loss", "a cure for baldness", "for alopecia", "hair growth in 30 days", before-and-after photos, or any promise of results in a set number of weeks.
The same wording keeps your advertising running. Instagram and Facebook reject ads that promise hair regrowth or show before-and-after results, so a label written in cosmetic language is also an ad that gets approved.
How hair products are regulated in Pakistan
A shampoo, conditioner, hair oil or scalp serum that contains no drug substance and makes only cosmetic claims is a cosmetic, governed by the Pakistan Standards and Quality Control Authority. Shampoo is on PSQCA's compulsory items list, so it must meet its Pakistan Standard, and products are tested before sale; our guide to PCSIR testing explains what is tested.
The moment a formula contains a drug substance, such as minoxidil in a hair loss serum or ketoconazole in a medicated shampoo, or the label claims to treat a condition, it moves under the Drug Regulatory Authority of Pakistan. That is a different route, so we confirm which one your product takes before we quote. Our DRAP guide and our guide to label requirements cover both.

Questions brands ask
What is the minimum order for private label hair care?
500 pieces per product, the same low minimum as the rest of our range.
Which hair product should I launch first?
A leave-on scalp serum or spray as your hero product, with a shampoo beside it. Add a hair oil or conditioner to complete the routine.
Can you make a minoxidil serum?
Minoxidil is a medicine, so a minoxidil product is regulated as a drug, not a cosmetic. Our scalp serums and sprays use cosmetic actives such as Redensyl, Procapil, Capixyl and Anagain, which keeps them on the cosmetic route.
Can I have a sulfate-free shampoo or my own hair oil blend?
Yes, through custom formulation. We develop it with you and confirm the formula before we quote.
Can I visit before I order?
Yes. Book a tour of our Lahore facility, or start with a free consultation.
